
The Clark County Commission recently passed an ordinance regulating the use of electric bicycles, scooters, and motorcycles on county property. The new rules aim to address safety concerns and curb reckless behavior associated with these electric vehicles. The ordinance prohibits motorcycles and all-terrain vehicles from parks, trails, and recreational facilities unless designated otherwise.

Under the new regulations, electric bikes and scooters are limited to a maximum speed of 15 mph on county properties. Commissioner Justin Jones emphasized that fines of up to $600 will be imposed for reckless actions such as speeding, stunts, and wheelies. The enforcement of these rules will be carried out by law enforcement agencies.

Prior to the implementation of the ordinance, the county plans to conduct extensive educational campaigns to inform the public about the guidelines within parks and trails. The surge in popularity of electric recreational vehicles, particularly among teenagers, has raised concerns due to a corresponding increase in injuries and fatalities.
Last year, Henderson implemented its own set of rules, barring high-speed electric motorcycles with throttles exceeding 50 mph from parks and trails. However, electric bicycles with pedal assist are permitted. The revised ordinance in Clark County allows operators to ride faster electric bicycles within the speed limit, with sidewalks being a permissible route unless signage dictates otherwise.

Additionally, electric bikes and scooters must be equipped with safety features such as horns or bells, brakes, bright front lights, and rear reflectors. Violators of the ordinance will face fines ranging from $150 for first-time offenses to $600 for subsequent violations. Parents or guardians of minor offenders will be held accountable for these fines.
While the county strongly recommends helmet use for all operators, it is mandatory for children. Commissioner Jones commended the community feedback received during the drafting of the ordinance, describing it as a well-balanced and thoughtful approach to address safety concerns associated with the use of electric vehicles.

As the regulations take effect, the county aims to promote responsible usage of electric bicycles, scooters, and motorcycles to ensure the safety of both operators and pedestrians.
